PACT

Police and Community Team (PACT) Meetings are held in Llandinam every quarter. They are an opportunity to raise matters of concern with the Police, and for the Police to provide useful information about any incidents that have occurred in and around Llandinam.

 

MEETING 14th MAY 2015

UPDATES SINCE PREVIOUS MEETING

There have been a total of 6 calls to the Police either from or relating to the Llandinam area since the last meeting on 05/02/15. There have been 4 recorded crimes.

Pedestrian Crossing

A site meeting was held at Llandinam Village Hall on Wednesday 25th February 2015, at 09:00hrs. PCSO 8175 Powell, Andrew Jones from MWTRA, and members from Llandinam CC were present.

Various issues regarding the crossing were discussed, and it was agreed by attendees and Andrew Jones that the following would be done:

Although the proximity of the crossing is close to a junction which is far from ideal, at this time the location of the crossing will not be moved, and that other minor changes will be made.

· The sight of pedestrians by oncoming traffic is obstructed by the railings on both sides of the road and by the street lighting column on the pub side. It is felt that by removing the railings it would compromise the safety of the pedestrians at the crossing and by the Pub. However the street lighting column will be moved to a less obstructive position.

· The position of the bus stop will be moved so that when a bus does stop, it will not interfere with the safe use of the crossing and will not straddle the zigzags.

· There is a lack of advanced warning signs approaching the crossing, therefore warning signs will be provided.

· The visibility of the 30Mph signs can be impeded by surrounding vegetation. This will be monitored to ensure the vegetation is kept cut back.

· There is an inconsistency and a lack of 30Mph roundels on the road surface. This will be addressed.

· The position of the belisha beacons does obstruct the footway. This issue is being looked into. The beacon on the shop side of the road will be moved.

· It is going to be looked into to see whether the belisha beacons could be changed to a more visible LED type.

Monitor the crossing

The crossing has continued to be monitored by Officers and no offences have been witnessed.

Road Safety Presentation Llandinam Primary School

Bridget Farrington was contacted to establish if a Road Safety Presentation had been done at Llandinam Primary School. There had not been one done therefore Bridget contacted Llandinam Primary School directly to organise for one to be done.

Speeding

Speed perception Operation

Another Speed Perception Operation has unfortunately not been done since the last meeting. We will continue to try and arrange one as soon as possible.

Community Speed Watch Scheme

We are currently still awaiting an update in regards to the CSW Scheme. Providing that everything goes according to plan, the scheme will hopefully be set up this year. We will be looking for volunteers to be involved with the scheme. If you would like to be provided with information or be involved in the scheme then please make contact with us.

Speed indicator devices

Andrew Jones from MWTRA was spoken to regarding this and states that SID’s are rarely placed on Trunk Roads and that he is not able to agree to their use. He suggested that Llandinam CC should approach the Welsh Assembly Government directly as they may produce a different answer.

Parking

Regular patrols have been carried out around areas in Llandinam where there have been issues with parking. During the patrols no offences have been witnessed.

Mobile Patrols

Llanidloes Neighbourhood Policing Officers have conducted mobile patrols in Llandinam and the surrounding area. There have been no incidents reported whilst Officers have been patrolling and there has been no suspicious behaviour witnessed. A log has been kept detailing all patrols undertaken.

1 Continue to liaise with Andrew Jones (MWTRA) and obtain an update from him in relation to the site meeting that was carried out in Feb 2015, and establish when the work is due to be carried out.

Actions:

1) Speed Perception Operation to be arranged with Roads Policing Unit.

Mobile Patrols

Residents welcome mobile patrols in and around the village to prevent and detect crime and anti-social behaviour, but also to provide reassurance.

Actions:

1) Llanidloes Neighbourhood Policing Officers to conduct mobile patrols throughout the village and surrounding area when available, including the road past Broneirion during the evenings.

2) All patrols will be recorded in a patrol log which will be available for viewing at the next PACT meeting.

3) Any offences witnessed during patrols will be dealt with accordingly.

4) Monitor inappropriate parking within the village, particularly the junction next to the old shop.

The next meeting will be held on Thursday 13th August 2015 at 7pm at Llandinam Village Hall. There have been a total of 8 calls to the Police either from or relating to the Llandinam area since the last meeting on 06/11/14. There was 1 recorded crime, regarding a harassment incident.

NEW PRIORITIES

Crossing

Actions

1) To speak with MWTRA and request for a meeting to be held between Llandinam Community Council, Police, and MWTRA. A site meeting is also to be arranged as was requested by Llandinam Community Council.

2) Monitor the crossing and deal with any offences that are committed.

3) Speak with the Road safety Officer to establish if a road safety presentation has been carried out in Llandinam Primary School. If this has not already been done, a presentation is to be conducted by local NPT Officers.

Speeding
Actions

1) A second Speed perception Operation is to be arranged with Roads Policing Officers.

2) Enquiries are to be progressed regarding the community speed watch scheme.

3) Continue to make enquiries regarding speed indicator devices.

Parking/Mobile Patrols

Actions

1) Monitor parking on junctions.

2) Monitor parking during school hours. The road passed the school is sometimes blocked during school hours.

3) Llanidloes Neighbourhood Policing Officers to conduct mobile patrols throughout the village and surrounding area when available, including the road past Broneirion during the evenings.

4) All patrols will be recorded in a patrol log which will be available for viewing at the next PACT meeting.
